According to the documentation, on December 1, 2014, the head of the Ho Chi Minh City Department of Finance, Dao Thi Huong Lan and Mr. Tran Ba ​​Duong has signed a BT contract to build 4 routes. A year ago, Dai Quang Minh signed a BT contract with Ho Chi Minh City a year ago, and the project began in early 2014 in order to continue with the end of 2017. This contract was signed by Mr. Tat Thanh Cang (Director of Transport) and signed the "confidentiality".

This contract shows the project four ways of "ribs" of the city area of ​​Thu Thiem, including: Luk Boulevard (R1 3.4 km long); River along the central lake (length R2 3 km); Road along the Saigon River (R3 3km); Delta, delta, river – residential (R4 2.5 km). There are also 10 bridges, including two viaducts.

The total length of the road is 12 km, the width is from 11.6 m to 55 m, with a total investment of 8.265 billion VND. Including reserves due to inflation and interest (3,917 billion euros), the total capital to more than 12,200 billion.

Thus, on average, every kilometer of the road in the town of Thu Thiem is an urban area of ​​almost 700 billion VND – which is 4 times greater than the investment of the north-south highway approved by the National Assembly (almost 182 billion VND / km). Three times faster Hanoi-Hai Phong (around 250 billion VND / km). Many transport experts estimate that this investment rate is "terribly expensive".

Ho Chi Minh has changed 79 hectares of land for four routes

To pay a $ 12,200 billion contract, HCMC paid Dai Quang Minh 79 hectares of land in the center of Thu Thiema for the construction of urban areas and residential areas – equivalent to VND15 million per m2. This price is considered "inexpensive", as it is around 400 million m2 in relation to the current market.

In particular, the investor builds a residential area south of Mai Chi Tho Street, over 46 hectares, including the entire marina area, two cultural houses, two schools.

Dai Quang Minh also received 11 land in function no. 6 north of Mai Chi Tho Street, with an area of ​​more than 20 hectares. In particular, the land area is approximately 14 hectares (including 4 hectares of the hospital).

It is called the method of conversion of land for this road BT contract for payment (construction – transfer) with another project implementation at the request of the City People's Committee in writing to the Ministry of Finance in writing at the end of 2014.

The City of Peoples' Committee suggested to the Treasury Department to allow the city to implement the BT payment mechanism in accordance with the principle that the BT site pays four routes, while at the same time delivering all the land to investors, do not wait until Project 4 is completed.

If the total investment in the project is less than the total value of the allocated land, the investor may pay the difference by adding other BT projects in the new city of Thu Thiem, such as: footpaths, the central market and the park by the river.

A new approach to this approach is the allocation of land to investors simultaneously with the beginning of the line without waiting until the completion of the road.

Mr Cang agreed to transfer more than 320,000 m2 of land in the resident area of ​​Phuoc Kien (Nha Be District) to the Quoc Cuong Gia Lai shareholding company. .

This is a pleasant location on the Saigon River, which is sold at VND1.29 million / m2 and earns over $ 4.1 billion of revenue. This price is considered unusually cheap if the market can collect more than 2,000 billion.
