Oksana Markarova, Minister of Finance of Ukraine, spoke with Valdis Dombrovskis, Vice-President of the European Commission, the progress of reforms and the implementation of the 4th EU macro-financial assistance program, reports Interfax-Ukraine.
It clarifies that during the meeting of Oksana Markarova noted that the Ukrainian government has fulfilled more than half of the obligations required to provide Ukraine with a second tranche of 500 million euros, and another 5 out of the 12 conditions set by the program are at different stages implementation.
In particular, the Minister pointed out that in the coming days, the results of the selection of judges of the High Court of Anti-Corruption of Ukraine will be published, and on 28 February the Verkhovna Rada ratified the multilateral convention on the implementation of measures in relation to tax agreements in order to prevent the reduction of the tax base and deduct profit from taxation. In the first reading, a bill on the introduction of the institution of an authorized economic operator was also adopted.
"Now it is our task to do everything that the Verkhovna Rada will adopt in the coming weeks the law on prevention and fight against money laundering, which is one of Ukraine's central obligations to the EU, and introduced the institution of an authorized economic operator," the minister said.
In addition, it focused on a number of measures taken by the government to reduce the share of bad loans (NPLs) in public sector banks, and underlined that the Ministry of Finance today announced the first report on the situation of bad loans and will report quarterly progress . .
European Commission Vice-President Valdis Dombrovskis expressed support for the efforts of the Ukrainian government to implement reforms and fulfill commitments under the macro-financial support program.
"We understand the importance of Ukraine receiving the next tranche of the EU, especially given the high level of debt burden and payments for external commitments that Ukraine should implement in the near future, so it is important to ensure that the draft laws necessary for the implementation measures specified by the program, in particular with regard to authorized persons, to the economic operator and against the laundering of the proceeds of crime, "said V. Dombrovskis.
However, he noticed progress in most areas. "As soon as Ukraine fulfills its obligations, we are ready to continue to support its macro-financial stability and reforms," Dombrovskis said.
The next visit of the European Union mission to assess the implementation of the EU's 4th EU MFA program is scheduled for March 13 and 15, 2019.
