Parliament passed the bill NHIF budget for 2019 at first reading. From voters 180 deputies were in favor, 62 were against, and 10 abstentionsa. Against MPs from the BSP and the MRF, the vote abstained.
The report of the Committee on Budgets and Finance states that, the revenue side of the budget for 2019 are supposed to achieve total revenue a transfer of BGN 4 299 600 000., which is BGN 439.6 million more than in 2018. Health insurance premiums of BGN 4.236.800.000 are proposed, which is BGN 418.400.000 more than in 2018. Of the total amount of health insurance income, health insurance contributions are expected to amounted to BGN 2 842 300 000 and from health insurance from the central budget 1 394 600 000 BGN.
The total costs and transfers for 2019 are estimated at BGN 4 350 000 000, which is BGN 490 000 000 more than the amount for 2018.
About the company running costs are foreseen 4 212 800 000 BGN, which are arranged as follows: primary outpatient care 225 000 000 BGN; for specialist outpatient care – 250 700 000 BGN; for dentistry – 167 000 BGN; for medical-diagnostic activity – 90 000 000 BGN; for medicines, medical devices and dietetic foodstuffs for special medical purposes for domestic treatment on the territory of the country and for medicinal products for the treatment of malignant diseases and medications in life-threatening bleeding and emergency surgical and invasive interventions in patients with congenital coagulopathy, under conditions hospital medical paid by the NHIF from the value of medical services provided – BGN 1 117 800 000; for medical devices used in hospital medical care – BGN 104 000 000; for hospital care 2 001 500 000 BGN
Predicts withis a negative budget balance in the amount of BGN 50,400,000 with a funding source – the availability of the NHIF to the BNB account at the beginning of the period. Estimated funds are assumed to be 8% for the health insurance contribution.
With the transitional and concluding provisions of the law, amendments are proposed to The Health Insurance Act, the Medicines Act, the Health Care Act, the Health Act and other laws.
Changes make it possible to create Agency for Health Surveillance as a subordinate budget administrator to the Minister of Health as the legal successor of assets, liabilities, archives, rights and obligations of the "Medical Audit" Executive Agency and the Transplantation Agency. Preliminary controls are being introduced to establish new hospitals for medical assistance by giving consent to the National Assembly and extending the activities of existing healthcare institutions with the consent of the Council of Ministers.
Changes are foreseen abandoning the existing accreditation process for health institutions for their general medical activity and / or for individual health activities. It is planned to establish and maintain a national health information system. The goal is to create a database that contains complete information about the health status of each person, for the needs of all further medical activities – diagnostics, treatment, rehabilitation, medical expertise, prophylactics, dispensaries, etc.
It is envisaged that the National Medical Medical Commission will establish and maintain a database for all persons who have undergone permanent disability / type and disability through TEMC / NELC. The texts are governed by the mandatory structure and content of medical standards that will be prepared for all specialties.
They are foreseen new drug payment mechanisms and medical devices. The activities of the Center for the Treatment of Children and the Commission for Treatment Abroad are transferred to the State Health Insurance Fund, and the funds will be provided by the Ministry of Health with a transfer. The process will take place without the abolition of the existing rights of patients who need access to treatment.
