For example, girls who received a human papillomavirus vaccine in Carmen de Bolívar (Bolívar) in 2014 were the milestone in the vaccination program that began in 2012 in the country. A year in the municipality, several minors said that they suffered "fainting" because of the vaccine.
According to the news linking the rigors of fainting vaccines, the program went from 95% coverage in the first dose of 2013 to 6% in 2016, according to data presented by Deputy Minister of Health Diego García Javno
With this scenario, in 2015, Javier Luna takes over as the municipal secretary of health in Carmen de Bolívar. The viewer He spoke with him in the framework of the HPV Prevention and Control Campaign in Colombia and HPV-related Cancer: the experience gained and the way forward.
When he took possession, how did he determine the situation of Carmen de Bolívar in relation to the human papillomavirus vaccine?
A year ago there was a first crisis. It was a very complicated situation. We first met with parents' associations in order to provide them with full support and monitoring of the ESA so that the attention required by the girls could be achieved.
How was this meeting?
In the first, good. The person was assigned to monitor the EPS due to delays in the authorization and for the good use of an emergency. We tried to improve the poor environment that existed between emergency workers and parents. We also got acquainted with the hospital's directives, and we have reached an agreement so that both sides will be able to lower the guard safely.
So the girls had symptoms?
Yes, they continued to have symptoms more or less by 2016. And then they were reduced. The initial database, which was adopted in urgent cases, was apparently reduced.
What is the situation today?
He's much more peaceful. We continued with the obligations of the ministry, the provision of some health jobs, the rescue plan for the municipal ESE, which is the first level, the mobile unit that was needed for the care in the countryside. Arrangements were also reached with Super to permanently give priority to the attention or complaints that were brought against EPS due to non-compliance and the absence of authorizations. Parents demanded transportation because Carmen is difficult to access. It became a rather complicated situation when the position of the secretariat was neutral.
And what is the belief, from the point of view of scientific evidence, of the safety of the vaccine?
Null We have not been able to progress at this moment, despite some very lukewarm efforts we have made. Maternity associations have some power in the issue of vaccines, so it's very difficult for us to work with the secretariat. In this year we have a "stock" of 10 doses of vaccines and we did not have any demand. However, we will create a store for schools and educational establishments in January and warn that all girls are available for vaccines. And start with the advertising that will be the hardest part of these four years.
But you will have to invent a strategy to convince people …
Exactly It would be necessary to study the possibility of obtaining a little more information via local channels and other resources to enable people to remove the HPV vaccine stigma. The question is that it can not only be the strategy of the municipal secretary for health. This is the problem that belongs to us. It is easier to say Bogotá to say that in the province, where there is practically no access to any kind of communication. I could do an aggressive strategy, but I will prevent people against vaccines against this, to have reasons, and respect their position, but they do not have scientific evidence. After a couple of meetings there, we first collided, and then I remained somewhat warm in this regard, but without maintaining a clear view that vaccines certainly have nothing to do with this issue.
This work is a work that I consider very discreetly because the fear is created by those who lived directly with the girls. I have always repeated that girls are not sick, although in fact there are some basic pathologies that have been diagnosed. They all have a diagnosis and some have already left the controls. However, there are some diagnoses that relate to the use of the vaccine. It was the hardest thing and I lived in my case … My wife told me she was in doubt. Even when I bring him the evidence, he says: "This also gives rise to doubt." And I got into the shoes of this family mother. They saw that the girls on motorcycles, the school crisis … countless things.
And if you have brought your scientific evidence to your wife, what is the next step to persuade her?
Well, the next step is to bring her to God, to help me convince her (laughter). I can not see it easy. But I would think that we should give priority to the future of our girlfriend, her future health. I always set an example from a sidewalk girl who told me that one day when she spoke to her mother, she said that when girls entered a crisis in the classroom, she left the room and did not see where the girls were. And he worked. The girl never repeated the crisis. And she says she's a healthy girl, and if she had the opportunity to have a third dose, she would have to.
In the secretariat, we have two people permanently available to receive complaints. There is no lack of support for Family welfare because many girls are still minors. I can not solve the subject matter under the jurisdiction of this institute from the Territorial Command.
How many companions do you feel at this crossroads?
I really feel very lonely, even though I have the support of the ministry. At all times, I have even received threats against my life and my daughters … but well, this is my political and social role. I have always been a public person, and in Carmen I work for 18 years in the public sector.
Does your mayor believe in you?
Yes of course. The mayor gave me full confidence, the only thing that we did not agree on is HPV vaccine, and I respect his criteria and his position.
How should he know that the Minister of Public Health, who marked the milestone in the country's indicators?
They feel so much. Responsibility and satisfaction of the fulfilled duty. I think that I did what is within range and that I remained in my clear position that the vaccine definitely has nothing to do with those girls' disabilities, which I repeat that they are sick, but we have done everything I do from EPS. I think that we have to look for ways to see a problem that at the given point did not have the necessary attention. I acknowledge the efforts of the ministry, but also that more could be done to care for these parents. Carmen de Bolívar is a small Colombia, all the problems are merging. You must consider this a more national issue. Let's see what the way forward continues to follow God and destiny.
You have one year and another month to do human papilloma, what would it be?
Vaccination again in schools. Take more peace and rest to the pilot school, do it in cooperation with the community to do things like they are and explain the benefits to parents. This is the initial plan. We hope that God will accompany us.
